Its like this, windows connects to the internet by itself.if an internet connection exists, windows then goes to a Microsoft page and checks for a text file and thus reports a live connection to MS outlook, or any other windows App. The settings for actualy connecting to the inter-web are kept by windows.you can actualy change this behavior so it connects to your own servors:-) the Op's question is vague. The programer of an app can list requests of what his app wants from the OS, such as using Bluetooth, using the Net, using the Touchscreen etc. A firewall is an app that makes it easy to manage Internet permisions, but you can regulate internet access without it, its just hard for the not so hands on users.
The firewall is there in every OS natively. That firewall app you use just makes life a bit easier 4 u. But you cant block the OS from the net. To block the OS you have to disable yo wifi connection or whatever. Thats like trying to block those Econet messages about promotions and what not. It just cant be done except by going into airplane mode.

And the moment you do that, u cant make calls either. Similarly, u can never block the OS's ability to connect to the net because it is the econet sim card you see. A gateway or port is just telling the OS, 'take this route to the net.' I dont know if im clear.
